Besides the information above, in my experience, you should
synchronize packages from time to time between the two users, from the
MikTeX Package Manager (Admin). In the menu you can find below
Repository>Synchronize.

The trick to making this work is to update MikTeX once in a while from
the administrator account, and synchronize repositories to avoid
trouble like this.
