Use the setupwizard
(http://docs.miktex.org/2.9/manual/setupwiz.html) or some other tool
to download the packages from
http://www.ctan.org/tex-archive/systems/win32/miktex/tm/packages in
some local folder and use this as local repository.

You can copy a tree (check the path of UserInstall in miktex
settings) but then you must attach it as a new root in
miktex-settings or with 

initexmf --register-root=path/to/root/of/tree 

for every user.
