MiKTeX is only one of many systems that rely on downloading packages
for run-time configuration.    In a teaching lab it is irresponsible to have
students mass-downloading files from external servers.  In practice, as
you have discovered, mass-downloading rarely works.

Limits on multiple connections from a single IP are necessary to prevent
people from using "download" accelerators to hog bandwidth.   You can
also encounter problems with "traffic shaping" along the path to the
server.
Many teaching labs limit access from student workstations to the
internet to minimize potential impacts on external servers.
