Maybe ConTeXt was part of MikTeX when version 2.9 got released, but it
was removed at some point and I'm not aware of any effort to bring it
back to life. (I wish I was wrong, but only the author of MikTeX can
provide a definitive answer.)

You should use TeX Live or the standalone ConTeXt distribution.

You can install the latter alongside with MikTeX (the standalone
doesn't support LaTeX). TeX Live can serve as a replacement for the
complete MikTeX as it supports both LaTeX and ConTeXt, but ConTeXt
only gets updated once per year in TL.
