Query for available packages

I would like to query MikTeX for the packages that would be available to 
a LaTeX call. Up to now, I've used mpm.exe --list and taken the packages 
marked as installed. However that's not exactly correct, as users may 
have added packages manually.
I suppose I'd really need the contents of filename database (FNDB). Is 
there some API to query it? Alternatively, is there a description of the 
FNDB format?
