As I wrote to Evan's question: I simply started the package manager,
synchronized and then installed the package "miktex-mpmcli..." from
there. I also checked for other miktex related packages. 

I had no problems (well I had to call initexmf --mklinks --force but
that is another story).  I have a single user 32-Bit miktex in win7
+ 8.1
