Easy answer --

1\ a clean install should install everything needed. So, no, I didn't 
look for 'new packages'. I've never had to before, so expecting a new 
installer to look for a new package doesn't make much sense.

2\ same applies to an upgrade. I/we shouldn't have to install new 
packages to get the upgrade to work. The installer should take care of 
*all* of that.

Sure, after the fact, I noticed that there were new packages that seemed 
to relate to the 'missing bits', but there is no way anyone who is 
really new to this would know to look, and -- quite frankly -- they 
shouldn't have to.

Sorry, but I do still think the current installer is broken in several 
fundamental ways.
