Yes, but there is nothing in the installation process that informs the 'new' installer of this, nor is there any expectation they should go looking. In the time I've been using MikTeX (almost as long as its been available) this is the first time I can ever rember having to go install new packages before I could update an install. Further, for a clean, new install, there are multiple missing bits, which one would assume should be installed automatically.
