On-the-fly installation of missing packages

In the beginning of the installation of the latest Miktex
(basic-miktex-2.9.5105.exe)
on a Windows Vista (32-bit) platform I get the following choices:
Install MiKTeX for:
x Anyone who uses this computer (all users)
o Only for Virgil
and I keep the default (Anyone who ...)
And then later (just before I actually start the installation) I get the following
information (Review of my settings):

Install basic packages to
C:\Program Files\MiKTeX 2.9
Install MiKTeX for all users
Preferred paper size is A4
Packages will be installed after confirmation by user

I then use the Update (Adim) to update my installation and
synchronize my repository in the Package Manager (Adim).
When I check the installation with the file test.tex,
latex test
A popup window appears that is titled -- Package Installation with
information on a file that is missing (which is as expected for test.tex).
There are two editable entries, the top one is where the missing package
will be installed from. I am using mirror.ox.ac.uk, which is working properly
it seems.
In the second editable entry I am given two choices for "The package will be
installed for:"
1) Anyone who uses this computer (all users)
2) Virgil
If I choose 1) then I ALWAYS get an error of the following type:

latex: Unknown MiKTeX exception.
===================================================================
! LaTeX Error: File `beamer.cls' not found.
Type X to quit or <RETURN> to proceed,
or enter new name. (Default extension: cls)
Enter file name:
...
...
However, if I choose 2) then it installs the missing package (beamer.cls)
and continues with the compilation.
Note, I have also tried other mirrors and the same problem occurs,
so it seems safe to assume this is not a mirror problem. My security settings
for the folder MiKTeX 2.9 are as follows:
Allow Administrators (VIRGIL-DESKTOP\Administrators) Full control <not
inherited) This folder, subfolders and all files
Allow Users (VIRGIL-DESKTOP\Users Full control <not
inherited) This folder, subfolders and all files
Allow TrustedInstaller Full control <not
inherited) This folder, subfolders and all files
Allow CREATOR OWNER Full control <not
inherited) Subfolders and files only
Allow SYSTEM Full control <not
inherited) This folder, subfolders and all files
Interestingly, using the same 32-bit version miktex with the same options
and security settings on the folder MiKTeX 2.9; but on a Windows 8.1 platform,
the first
choice works ok!
And finally to my question -- Why does choice 1) fail on Windows Vista?
I will be glad to supply any further information that may be needed to resolve
this problem.
