UTF-8 filename for MikTeX 2.9 (64 bit)

I can use Chinese file name (for includegraphic for example) on MikTex 32
bit for Win7. Now I switched to Win8 and innstalled a 64 bit MikTex 2.9.
Chinese file name become unreconizable. Anyone know how to solve it?
