kpathsea-like library with MiKTeX ?

Hello

For one of my programs, I need to get the path of a font file that is
used in a DVI file. From what I've seen on internet, MiKTeX does not
provide a kpathsea-like library. There is :

1) kpsewhich.exe. I can redirect the output of that program to get the
path, but I prefer using a library

2) there is miktex209-kpathsea.dll which has function names in it like
the kpathsea library (expect the prefix "mitex_" which is prepended to
all functions)

I have 2 questions :

1) is there really no library like kpathsea in MiKTeX?

2) If I provide declarations of types and functions like those of
kpathsea library, will the miktex209_kpathsea DLL work like kpathsea ?
