MikTeX Portable as Standard User in Windows 7 Question

Greetings! I am using MikTeX Portable 2.9.5719. When I attempted to run the .cmd file to display the MikTeX icon in the taskbar on a Windows 7 PC, it would not load the icon. When I looked at the .cmd file and tried to run the executable it calls in the /MikTeX/bin/ directory, I got an error about running it as not an administrator. However, one of the features listed on MikTeX Portable website is that the administrative privileges are not needed on the host computer. Any suggestions or explanations would be greatly appreciated.
