while the file is miktex-2.9-2015-10-15.tar.xz

To avoid this, and as the file miktex-2.9.tar.xz exists, why not
always using the link
http://mirrors.ircam.fr/pub/CTAN/systems/win32/miktex/source/miktex-2.9.tar.xz
?
