ngerman.ldf missing in basic install

I just would like to provide some feedback from my LaTeX workshop I am currently running at the Frankfurt office of Fernuni in Hagen.
I had recommend to the Windows users to download and install ProTeXt. One of my students followed the instructions at miktex.org where you will find a "Basic MiKTeX" as a "recommended download". He followed these instructions, installed the software, and it turned out that when he tried to compile a very basic LaTeX document loading [ngerman]{babel} we got an error message ngerman.ldf was not found. I explained to him about the installation of missing packages "on the fly", which he understood, but he wouldn't comply with that because his machine was not connected to the network at the time. Instead he later removed Basic MiKTeX and then installed the complete system via the net installer; this system included the said ldf, and now everything goes fine.
Now, even as we live in times of broadband connections getting ever broader, I still think it is a good idea to provide a small subset of a TeX system. Period.
However, I think, the files that go with _required_ packages should not be excluded from a basic system. I was rather surprised to see the error message, and I don't think this was a mistake warranting a bug report, rather this was intended to be like that, wasn't it?
In conclusion I would recommend that you please rethink your policy of what makes a basic system. ;)
Apart from that, there were no more problems arising in the workshop. MiKTeX still seems to be a smooth TeX distribution for beginners on MS Windows platforms 7 to 10. So, thanks to you and keep up the good work. I have been using MacTeX for such a long time that I cannot comment any more from my own experience.
