Hi!

I'm trying to repackage miktex as a conda package (which has
`<root>\scripts` in path). For that I want to try to put it in a
directory structure similar to

<root>\script (for bin)
<root>\miktex\<rest of the stuff>

Basically the idea is to put pdflatex and friends into the path and
put everything else cleanly somewhere else and user downloaded stuff
into appdata.

While investigating if that is possible (or how "near" I can get to
this structure), I ran into the following error:

```
λ miktexsetup.exe --verbose
--local-package-repository=.\miktex-repository   --package-set=basic
download
[... downloads find ...]
λ miktexsetup.exe --verbose
--local-package-repository=.\miktex-repository   --use-registry=no
--common-config=.\miktex\config   --common-data=.\miktex\data
--common-install=.\miktex\install   --common-roots=.\miktex\root
--modify-path=no   --user-config="<APPDATA>\MiKTeX"
--user-data="<LOCALAPPDATA>\MiKTeX"
--user-install="<APPDATA>\MiKTeX"   --trace   install
initializing setup service...
miktexsetup.exe: MiKTeX encountered an internal error.
```

I tried to both the 32bit and 64bit variants available from the
download page. Other versions of the same commandline also didn't
work, even this breaks:

```
λ miktexsetup.exe install
miktexsetup.exe: MiKTeX encountered an internal error.
```

I've no clue what to try next :-( Thanks for any help!
