As has been detailed in various places, there was a 'passing issue' with
an upload to CTAN. That has already been addressed but it may take a
little while for MiKTeX to be updated (CTAN needs 24 h for installation
around the world, then code has to be added to distros). The usual
advice is never to update a working system if you have *urgent* stuff to
do. If you need a fix before Christian has added the code to MiKTeX, you
can get the burning edge from https://github.com/latex3/latex3 and do a
manual install.
