The correct version of l3kernel has now appeared on CTAN

http://www.ctan.org/pkg/l3kernel (pay attention to the number SVN
6468)

There is also a link to a tds.zip. Unpack this somewhere outside
miktex, and add the root of the tds as new root in miktex settings.
Then everything should work.  When miktex updates the packages to
SVN 6468 you can then remove the root.
