The correct version of l3kernel has now appeared on CTAN http://www.ctan.org/pkg/l3kernel (pay attention to the number SVN 6468) There is also a link to a tds.zip. Unpack this somewhere outside miktex, and add the root of the tds as new root in miktex settings. Then everything should work.
