Some suggestions:
Update the fndb.
Check in miktex settings if C:\jblocaltree is still known as a root
(are other files in the tree found?), if not reattach it.
Try if it works if you move global.bib in a subfolder, e.g.
C:\jblocaltree\bibtex\bib\baldwin (don't forget to update the fndb
again after the move).
