And are these specifically MiKTeX buttons which are not scaling or other buttons too? Either way, welcome to 4K hell! It means that either/both of Emacs or the some MiKTeX assets are not scaled for high resolution displays. It's slowly getting better with updates to various pieces of software (Windows 10 itself included) - though it's necessary here to determine if you're dealing with a bug in MiKTeX or Emacs.
