MikTeX 2.9: fatal update error ... miktex-tie.exe not found

Dear All,

This is my first posting to this list. I hope this is the correct one to
report a fatal update error which just occurred. 

The complete today's log below. I checked that miktex-tie.exe does not exist
in "C:\Program Files\MiKTeX 2.9\miktex\bin\x64", however tie.exe (dated Oct
29, 2016) does exist in this folder.

Happy to provide any more information or please point me to the list or bug
tracker where this should be reported instead.
