Bug in package installation by non-superuser?

I installed MikTeX as an administrator to a Win7-machine. Now when I use 
it as normal user it won't install packages. The error message says that 
it had tried

initexmf --mklinks --mkmaps

and when I manually run that, I got

initexmf: warning: The link target C:\Users\testi\AppData\Roaming\MiKTeX\2.9\miktex/bin/x64\arctrl.exe does not exist.
initexmf: warning: The link target C:\Users\testi\AppData\Roaming\MiKTeX\2.9\miktex/bin/x64\cjklatex.exe does not exist.

etc. It seems strange, why a path with both \- and /-separators, and 
C:\Users\testi\AppData\Roaming\MiKTeX\2.9\miktex\bin\x64\ is empty.
