Russian (Cyrillic) characters are not searchable in PDF files

Hello! Russian (Cyrillic) characters are not searchable in PDF files created by MiKTeX LaTeX due to nonstandard encoding. Hence search cannot be used to find anything in large files. It is a pitfall! How to use cp1251 standard Windows encoding in PDF files?
