Ross,

You shouldn't need a complicated example (or biblatex) given your full
document all you need is to make a single paragraph document using the
same text , font , `\hsize` and `\parfillskip` as one bad paragraph from
the original, and it should give the same linebreaking and presumably
show the same issue.
