Yes.  If one is to replace tex with pdftex, then (at least for plain tex),
you're almost required to have \pdf* control sequences turned off, aren't
you?  At any rate, it would be a better fix for pdftex to have a --dvionly
or --nopdf option that would be run when creating {la,ams,}tex.fmt but not
pdf{la,ams,}tex.fmt.
