Hello:

The teTeX documentation Guide (currently $TEXMFDIST/doc/newindex.html)
has been in teTeX since the 1.0 days I believe. It is the work of Keith
Refson and sufered relatively little changes for teTeX 2.

Some weeks ago I suggested to Thomas Esser an update based on a file (in
fact it is the output of a php script) I had concoted for our local
network merging local and distribution information. He contacted Keith
Refson who doesn't currently have the spare time for this.

Thomas then asked me if I would be interested in maintaining the file. I
said "Yes, but don't go too fast for teTeX 3.0" or something to that
effect and that I would need input from the tetex-pretest list.

My efforts are available at:
http://www.math.ist.utl.pt/texmf.beta/doc/index.phtml?local=no
(an unfinished preview of that file for teTeX 3.0, in working condition
for the current beta)
http://www.math.ist.utl.pt/texmf/doc/index.phtml?local=no
(what might have been the file for teTeX 2.0, heavily slanted to my
interests)

If you have any suggestions feel free to contact me. If you feel your
ideas need input from the list then also mail a copy to the list.
Thanks,
