That's good, and also very easy to tell users.

That would be hard, because there are currently 14423 packages in Debian
unstable (and each of them is required to contain some files in
/usr/share/doc/$packagename), and my harddisk won't be big enough for
that. There's been a discussion whether to set up a mirror where all
Debian packages are unpacked, but I think the idea has been dropped,
because the benefits weren't big enough compared to the costs (in disk
space and maintenance).
