Luckily, it isn't.  It seems that no special Cygwin code is needed
after all.  That is, either not anymore with the current Cygwin gcc
and libtool, or I goofed with my initial patch two years ago.

Good catch.  It wasn't.  I replaced the original code, but forgot to
add a __CYGWIN__ clause.  No hairy errors.
