(not) running fmtutil while building package?

make install now wants to run
TEXMFMAIN=$(texmf) fmtutil --all
but that fails when building a package. When building a package, you
can't use texmf=/usr/share/texmf, so I use something like
texmf=/netrel/tetex-xyz/usr/share/texmf.
An option would be not to run fmtutil at install time, but rather at
postinstall of the binary package, but I do not see what @FMU@ should
be substituted with
@FMU@
@FMU@install-extra:
in this Makefile.in snippet to achieve that.
