ah, now I know what went wrong here: The original tetex 2.96.4 was ok,
and uses tie instead of $(TIE). But I have copied pdftexdir parts over
from current tex-live tree for testing. That mix started the problems. I
had overlooked that there is influence by pdftexdir/pdftex.mk. Oh no :-(
