2.96.5 pretest

There have been some important changes / fixes (esp. for web2c and pdftex)
and these things are getting more and more stable now... Still, I have
several things in my queue (e.g. rewriting parts of texconfig and updmap;
updating documentation), so this won't be the last beta...

Changes in the src area:
        * pdftex: changes in initialization code; defaults are set in
          a better way
        * pdftex: fix bug in png inclusion with long lines (writepng.c)
        * remove t1x11.o from libs/t1lib/Makefile.in; nothing seems to
          depend on it
        * enable --ipc by default on all platforms
        * improve portability (inttypes) in texk/dvipng/dvipng.h
        * don't use snprintf in dvipng (sprintf is just good and safe
          enough here)
        * events -> ev in xdvik sources (and version changed to 22.84.2)
        * rm texk/etc/texinfo.tex utils/texi2html/doc/texinfo.tex
        * cross-compile fixes in dvipsk and xdvik
        * update from TL:
          - -efmt added back for compatibility
          - Update to latest encTeX from Petr Olsak. These fix three bugs.
          - updated web2c documentation
          - limited support for cross compilation / some cygwin patches

Changes in the texmf area:
        * dvipdfm.def frm graphics package dropped; using the version
          from the dvipdfm distribution instead
        * update context
        * update enctex support files
        * defaults in pdftex binary no longer duplicated in
          pdftexconfig.tex
        * new versions of color.cfg, graphics.cfg from Heiko
        * update cblig.mf grmo.mf gsxu.mf for cbgreek
        * rm doc/latex/koma-script/scrclass.dtx (requested by Markus Kohm)
        * add chngpage.sty
        * update xcolor
        * enable all available languages in language.dat
        * update newhelpindex.html
