2.99.4 beta problem

I have been having trouble with the 2.99 beta series.  Each one that I have 
installed has shown the same behavior.  I get errors like:

Running `LaTeX' on `bcrisk' with ``latex '\nonstopmode\input{bcrisk.tex}'''
This is pdfeTeX, Version 3.141592-1.20a-rc7.1-2.1 (Web2C 7.5.3)
kpathsea: Running mktexfmt latex.fmt
fmtutil: config file `fmtutil.cnf' not found.
I can't find the format file `latex.fmt'!

LaTeX exited abnormally with code 1 at Mon Nov 29 10:26:22

Not sure what is going on.  I'm using GCC 3.3.4 on Solaris 2.9 (SPARC).  The 
configure/make/install seems to go well.  Any ideas?
