Problem with bibtex after upgrading teTeX

I'm not a TeX expert, but I recently upgraded teTeX at our site. The
old installation was around 8 years old (teTeX 0.9) and I installed
teTeX 2.0.2 .
For the most part, the installation has gone fine, but now we've run
into a two problems with bibliographies.
First, the "\bibliographystyle{plain}" bibliographies are NOT sorted
alphabetically. Comparing the output of 2.0.2 and 0.9, the outputs
seem identical except for the ordering of the references.
I've spent some time looking at the bibtex style files, but since I'm
not great at TeX, that seems to be pretty near impossible, and I'm
not sure that the problem is there in any case.
Second, the references when using "\bibliographystyle{elsart-harv}"
bibliographies are badly mis-cited. For example:
author = "J. Doe and P. Smith",
becomes:
"and P. Smith, J. D."
in the reference. Using exactly the same elshart-harv files in teTeX
0.9 produce the correct results.
Does anyone have any suggestions as to what I can do to correct these
problems.
FWIW, the installation is on Solaris 8, and is a pretty stock install
(i.e. I followed the instructions and didn't make any local changes
to the files except for the bare minimum to use the local tex paths,
default to US letter everywhere, etc.).
