someone on the ctan team has been told it's lppl, at some time, because
it's in the catalogue as such.  perhaps a statement when the author
last uploaded it (moderately recently, i think).

i had been idly thinking about relating my faq's recommendations to
what's in tetex.  no real plan: just writing this made me realise that..
