The hyperref package was changed to load the dvips driver instead of the
hypertex driver by default. So, you can fix your problem by specifying
the other driver explicitly:
\usepackage[hypertex]{hyperref}
Or, use a newer xdvik (e.g. the version included in teTeX-3.0) which
supports the hyperref specials of the dvips driver.
