they are disabled (for some technical reason) in the setup that is
shipped with the original teTeX-3.0 distribution.

Yes. dvips should not need this any more after you have run updmap to
enable the map files that I have mentioned in my earlier mail.

psfonts.lby and psfonts.ley are not shipped with teTeX and I have
not tested them.  I suggest that you first try to use lucidabr.map /
lumath.map / lucidabr-o.map / lumath-o.map.
