texi2html copyright and licence

Hi Lionel,

I am a developper of texi2html at texi2html.cvshome.org. Quite a lot of 
modified versions of texi2html are present on the web and are largely 
distributed as free software. However the original I found at
http://www.ctan.org/tex-archive/support/texi2html/texi2html
seems to have a restrictive licence. At the top there is:

And at the bottom:

This seems to be a rather restrictive licence. This is a rather annoying
as a lot of people are using, distributing and modifying it and did it in 
the past. Could you please clarify this issue ?

I personnaly think that it could be nice to have it under a free software
licence like the GPL or in the public domain as it is a usefull script and
it would avoid having to remove it from the many places where it is advertised 
as free software and it would also put an end to the developpement of that 
script which continued over years. But it is only my personnal opinion.
