I made this change but I will have to trust you that it is not actually
needed.  On the face of it, in configure.ac it looked like enable_xs
could be 'yes' and am_func_iconv could be 'no'.  There was the
'enable_txi_libraries' variable which depended on am_func_iconv, which
made its way into Texinfo::ModulePath, so I will trust that it all works
out and that we won't try and build code that depends on iconv when it is
not available.
