This sounds strange and wrong to me. One should honer the structure of
the input document and alway map highest section to H1 and step down to
H2, H3, H4, and H5 accordingly.
Strange, yes. Wrong is debatable.
If existing browsers did the right thing, then I would agree. But they
don't. They stupidly make <h4> and <h5> smaller than the body text
size.
I don't feel bad about doing things to get the right output, even if
they don't fit standards committees theories. There are many things in
Texinfo's html output that the W3C would be unhappy with, I'm sure, this
is just another one.
