It's a personal dot file (well, directory), just like .bashrc and so on.
I think that makes sense.  I certainly wouldn't want to have it in my
home directory as a non-dot file.

My main objection is that it's too specific.  Potentially we'll have
other Texinfo configuration and data files in the future, such as a CSS
style library, and it doesn't make sense to have multiple sibling
directories.  

Also, I don't like the idea of reading every file in the directory.
That just seems unnecessarily complex to me, and would cause trouble
when we want to add files for other purposes.  Let's just read one file,
say "htmlxref.cnf".

How about just "texinfo" for the directory name, thus:
  SRCDIR/texinfo
  $HOME/.texinfo
  SYSCONFDIR/texinfo
  DATADIR/texinfo

Say the environment variable to specify the directory list is
TEXINFOPATH, and if not set the above list is used.  If the value ends
with :, the default list is appended.

That way we can add structure below these directories without having to
add more environment variables or system directories.
