RedHat considers it "NOTABUG", see

I'm not sure what the real solution is. We can't just store every .png
in $(infodir) anyway, since there will be clashes. It has to be
something per-manual.
Start creating `MANUAL.d' subdirs of $(infodir) for images? We could
make the info readers look in such a subdir automatically, so the source
file could still just say @image{foo}.
Oh well, I don't think we're going to touch this for 4.7.
