Sounds perfect.

Why?  If I understand you correctly, it is only an issue for the
Info mode in Emacs that has to add a prefix constructed from the
document base name.

The standalone viewer uses the embedded ASCII data anyway, and all
other Info viewers are not your concern.  Or do I miss something?
