    from txi-en.txi to po/texinfo.pot (via awk or something)?  Then
    translators will find the strings easily and at build or installation
    time you can fetch back the translation from po/LL.po to txi-LL.tex.

It sounds like a fine idea to me.  Ideally someone with a lot more
gettext experience than me could work on it :).  But I can take a shot
at it, eventually.
