Look at the log:
! Undefined control sequence.
<recently read> \switch
Your problem is that \multistep also has to be enclosed in \stepwise as
you did for \overlays.

PS! Version v0.1a of texpower has improved error messages for such
mistakes, but you have to get it from CVS -
