I use foils just because it's very simple and robust. However, state of the art is powerdot (which was created because prosper, which was based on seminar, was impossible to make robust/improve) or beamer. The \rexxx functions are very simple in nature. They just add a step without incrementing the step counter. However, predicting the effect is sometimes very hard. I can ensure you that the result is correct, but I agree that it some times is counter-intuitive. (I didn't write or design the stepwise environment and it's functions, so don't blame me or give me any credit - it's all Stephan Lehmke's work.)
