overlays problem

Hi,

I tried to use the overlays feature
and obtain the following error message.
(a minimal example is below).

! Undefined control sequence.
<recently read> \switch

l.5 \overlays{5}{{\value{substep}}}

This is with
texpower.sty,v 1.23 2003/05/15 12:33:08 hansfn Exp
Presumably I am missing something simple...

Any help is appreciated,
