Suppose Aap would have had the configure features first, would you have included the whole of Aap in SCons to access these features? It's nice that the SCons configure parts are available from a Python script. But it's far from an autoconf replacement. You would also need functions to generate a config.h file and filter Makefile.in to Makefile (or generate a file that can be included from Makefile).
