Re-updated Inno setup stuff

I have updated the Win32-exe packaging stuff in the tracker:

Please give it a shot, I've made it as easy as possible to build a
Windows self-installing exe.  All you need are winreg.py and Inno Setup
4.0.8.


In addition, I am _temporarily_ hosting a windows installer exe so you
can see the output.  If you are a project admin on sourceforge, please
upload this installer to the files area, because I cannot leave the file
up for very long.
