scp and install_files

Does scp not work with install_files?

 @install_files("scp://[email protected]/tmp","Makefile.in",'0644')
                                                                             
 --end test.aap-- 

[[email protected] build]$ aap -f test.aap
Aap: Creating directory "/usr/local/scp://[email protected]/tmp"
Aap: Internal Error
