You need to put the "scp://" on the first part.  When not using $DESTDIR
that should be in $PREFIX.  The directory argument of install_files() is
the directory below the prefix, you can't specify the copy method there.

PREFIX = scp://[email protected]
all:
   @install_files("/tmp","Makefile.in",'0644')
