Yes.

CLEANDIRS would work fine for my purposes. 


Also, a (not-too-important) question, is there any way to intersperse
comments and/or conditions with each directory as it is cleaned? 

For example: 

An example comment,
comment = "Cleaning compiled java classes...." 

An example condition,
"only clean if all files in a directory have a .class suffix" 

This is admittedly a bit of a stretch to justify something else than
CLEANDIRS and CLEANFILES, so I would withdraw my original
clean-local suggestion.
